Cheap and decent do not belong in the same sentence when you are talking about knives

Learning how to use a steel or a stone will keep knives with a pretty decent edge. The better quality steel the knives are made from the longer they will last

How cheap is cheap in your book?
Googling on your question might have been both quicker and easier, if you're only after simple facts rather than opinions!

No such thing as cheap and decent knives, it would probably be better to decide which knives you require and purchase one as and when you can afford it until you have what you need.

For example do you need a carving knife or veg knife or paring knife or filleting knife or a santuku knife?

Pro Cook may be suitable for you, here is a reasonable 3 piece set https://www.procook.co.uk/product/procook-elite-forged-x70-knife-set-3-piece-paring-chefs-and-santoku-knife

Their individual knives are about £40 each so they are very reasonable.

Definitely get a steel aswell to keep them nice and sharp and if you buy them in a wooden block remember to put them in upside down to keep the blades from rubbing against the wood and blunting them.

Amazon have a Zwilling Henckels set for less than £90. 6 knives, block and steel.

    https://www.amazon.co.uk/Henckels-Pollux-Piece-Knife-Block/dp/B000UP8CYG/ref=sr_1_1?ie=UTF8&qid=1469351722&sr=8-1&keywords=knives+zwilling

I've had a set of Zwilling knives for almost 25 years and I can't see me ever needing to replace them.

Kinfe blocks are not a good way to keep knives - they are unhygienic as they collect gunk inside them, and they dull the blades (putting them in upside down may help, but the blades are still likely to rub against the wood). Magnetic strips are much better, or get a knife bag if you want to look like a pro...

There are many things to consider - e.g. what ergonomics suit you best and whether or not you will ever sharpen them or hone them. Understand the difference between sharpening (removing parts of the metal to create a new edge) and honing (correcting the edge on a sharpened knife). Steels are for honing, whetstones are for sharpening. Honing should be done frequently (maybe every time you use them), sharpening just when necessary. You can get them sharpened professionally if you don't want to buy a stone and learn to use it.
Let's settle this like gentlemen: armed with heavy sticks
On a rotating plate, with spikes like Flash Gordon
And you're Peter Duncan; I gave you fair warning
