Mortgage with a 4 year old ccj

Hi!
I recently moved to a housing association house for the lower rent and start to save for a mortgage. I originally wanted to buy this house but have been told it's not possible.
I was getting a new bathroom and kitchen done as I was expecting to live here a long time however the housing association are selling off other properties and im interested in buying!
I'm currently working full time as an assistant surveyor and earn 22,600 plus 3430 car allowance.
The house I'm looking at is 36000.
Iv never applied for a mortgage before so don't know where to start but know i have a ccj for £4K which Iv paid about 1k from 4 years ago for university fees that were withdrawn when I left uni early as well as a default for £2k that I have spoken to the debt collectors who will accept £1k in payments to settle the debt, this is also 4 years old.
Is there any point in me looking before these have gone? I know my mortgage would probably be half of the rent I'm paying now so keen to get it!
Iv been running my finances a lot better in the last 3 years, everything is on direct debit and I have my car on finance which I have paid for the past 18 months!
Any help would be great x
