Superdrug not honouring offer (online purchase) Scam?

Sorry if this is in the wrong area.
I made a purchase from Superdrug week before last, to take advantage of an offer of buy two products, get two free. I purchased on the day the offer was advertised (via their newsletter). When I collected the parcel, the freebies were not included. I contacted Customer Services, whose response was along the lines of "our offers are very popular and sometimes we run out of stock, best luck next time", for which I am furious. It is not a competition, it is an offer which is actually still on their website (a full 12 days since my order was placed). If they are still advertising it, yet not honouring it, sounds like a scam.
I've sent various more messages to customer services, but no response. Does anyone know an alternative way to contact them? (The phone is a 0345 and I never seem to get through after long waits).
