ParkingEye - Hospital - ANPR Drop Off Overstay

Hi,
My wife has received a speculative invoice from ParkingEye as RK of a car which they say overstayed the 20 minute drop off zone at a hospital. The driver was a doctor there for work, visiting from another hospital (i.e. not regular staff at that hospital). The hospital in question is having a new car park built and as such have a sign up on entry warning that there will be disruption while that is going on. The driver parked temporarily while speaking to reception about other parking options and warned the meeting they were attending they would be a bit late. Due to traffic on site the vehicle has been captured just over 40 minutes apart entering/leaving the drop off zone. There is another car in front of the exit photo showing there was a queue to leave.
Should the RK just send the standard BPA appeals template to PE, or modify to mention the drivers traffic difficulties on the day? Or are they going to reject & issue a POPLA code whatever is in that initial appeal? Is anyone aware of any clauses in PE hospital contracts that affect staff?
An attempt to reach the facilities manager of the hospital will also be made. Apologies for any vagueness, don't want to be too identifiable!

I work in a retail park that deals with parking eye. The hospital will have a way of contacting parking eye and with the pcn number and reason the ticket can be cancelled (I have done this a number of times as customers go over the alloted time)0

Follow the advice on here but also run a paralell appeal to the hospital itself. They have the power to cancel.
As a medic, the hospital needs you more than you need the hospital. There are Consultants at our local hospital who are contemplating leaving due to PE.Illegitimi non carborundum:)0 -

At my local hospital. (Royal Berkshire) they have signs everywhere saying "This Hospital belongs tp you ...". How come therefore some hospitals think their land is private?You never know how far you can go until you go too far.0

An update on this one - a call to the hospital complaints department lead to a swift cancellation. Not sure if the Department of Health has a complaints department!?0
