Charging order Query

Hi, I am posting on behalf of someone... Truly !!
I live in Northern Ireland. My best friend owes about 5k on his rates. It has gone to the ejo and the police arrived with a warrant and he attendded the interview with the ejo. He says he doesn't know if he has a charging order on his house for this debt. He's done a check with registry online and it is showing no CCJ does this mean there is no charging order. He's committed to paying the money owed. I think I read somewhere you get a CCJ and then they go for a charging order. Anyone any idea? That's for reading all

Not sure about the law in Northern Ireland, but in the rest of the U.K a CCJ must be obtained before a charging can be granted, and I would assume the same applies there.
