TSB Loan APR Question

Logged into my bank and have always had an APR of 29.9% for loans which reading through the forums suggests a possible CPD (credit policy decline), however yesterday the rate had changed but strangely it offers me 27.9% for a £1000 loan, 11.9% for a £5000 loan and 9.9% for £10k+
£1,000.00 Closest match 27.9% APR
Yet for £5000 I am offered 11.9%
and for £10,000+ my APR is 9.9%
I don't have perfect credit so didn't expect to lose the CPD and expected to be offered at 29.9%, but I am looking to buy a car and from my understanding on CPD it works on products so according to my quotes.
I may not have a CPD on loans, from what I have read, a 9.9% APR quote is a good indication of me being accepted and an indication of no CPD, so I am rather confused
The 27.9% suggests a Loan Decline or possibly CPD from what I have read, where as 9.9% is a good indication of approval, so I am totally lost.
Don't want to waste a search, so asking if anyone can help. thanks in advance

In general the more you borrow the cheaper the rate, but 9.9% for 10k is still on the high side.0

Hi I was just wondering how you got on with applying for the loan ? was you accepted ? only asking because I've just opened a TSB account and the loan offers are exactly the same as what they offered you 9.9% so was just looking to see if its a decline or a possible accept thanks0
