IP2016 on-line application

On-line application for Individual and Fixed Protection 2016 is meant to be available from July 2016 via the gov.uk website yet there is no evidence of this yet and we are a week into July. I am looking to take my pension in September and want to apply for IP2016 but I feel in limbo at present as the 'temporary' arrangements April - July appear to have ended without the on-line arrangements appearing. Does anyone have a date for the on-line application coming available?

From HMRC's Pension schemes newsletter 79 - June 2016:... the online service for scheme members to apply for protection from the lifetime allowance tax charge will be available from the end of July 2016.
...
Members who are not planning to take benefits before August 2016 should wait and apply for protection using the online digital service from the end of July 2016.0
