CSA "Assessment" Minefield?

Hi guys. So to keep it brief here are the facts.
CSA process began June 2015 (always paid maintenance before that). Valuation was based off of my income for the 2014-2015 tax year. CSA says they received information from HMRC that my income was 24k.
This was fine.
Come June 2016 this year they have STILL listed my income as 24k. This is despite the fact that I was unemployed for a period and have letters from them stating that I had nil payments for a time.
I rang them and basically said where are you getting your info from. They said they are going off the most recent "complete" record from HMRC.
So I have then rang HMRC and they confirmed that my income for the 2015-2016 tax year was only 13k.
Obviously 11k is a big discrepancy.
Took this up with CSA and basically he was a complete !!!! and said it's based on the 2014-2015 tax year and that's it. He said the assessment amount would only change if my INCOME (monthly, I assume; not gross) changed by 25%.
And after all this I have the following question:
1. HMRC are sending me a P800 for the 2015-2016 tax year and did a recalculation or something on my earnings. Would this affect the CSA assessment amount?
That's if anyone's been in a similar situation or understands how the CSA/HMRC works better than I.
