Thanks for all the posts guys! It seems the HR rep spoke to the recruiting manager and came back with the maximum offer he could make, and apparently their ceiling is a 15% increase. That'll put it at 29.5k, with an additional 4.2k (non-salary) for on-call every 3 weeks (+240 per week), and overtime when engaged on-call. They're also securing the funding at this stage for ITIL Expert and prince 2. This puts me well within the range I hoped for. Let's just hope the approval process goes smoothly!
When I'm fully qualified in 2 years I can expect to ask for ~45k. FYI I work in the North West. I'd expect this role to be 40k around London ways with transferrable skills, maybe 60+ with full experience.

It's not a race. They may hit ceilings where your upside may be longer/greater. Junior doctors earn less than lab technicians, but have the opportunity to earn far more.
Sounds like a pretty satsfactory deal overall, and that's a win. Enjoy the job ;-)0
