Block of flats settlement

I purchased a flat in a small block, to discover that there is historic settlement. This was not evident and was not picked up by the valuer. The managing agents seem utterly clueless and do not know the difference between an insurance certificate and an insurance policy. After two months they instructed a surveyor to look at my flat, he confirmed settlement. I pushed for the insurance policy. It appeared that settlement was not covered! They insisted it was and instructed their surveyor to dig a trial pit inside my flat! The insurance company sent their own surveyor who confirmed that the policy did not cover settlement. We all own a share of the freehold. The three directors have no understanding of the issues. I have requested they visit my flat and that we have a face to face meeting. In four and a half months this has not happened. :eek:The managing agents have asked me to cease refurbishing until a resolution is found.
I have told them that nobody can sell their flat whilst this is ongoing. They seem totally uninterested. Would a flat with settlement be saleable? Should I stop paying service charges?
