Don't ever give HMRC your phone number, then if someone purporting to be from HMRC rings you up - you'll know they are scammers.
However, when you fill in a self-assessment return you supply your name, address, employer details, business name and address, bank sort code and account number etc as appropriate- not difficult you find your telephone number from that information.0
