Mortgages including improvement costs

Can you still get a mortgage which includes money for improvements?

E.g. a house worth £215k (not had a valuation yet) and affordability of £245k - can you get a mortgage up to 245k even if the house is worth 215k?

We have seen a nice house but it needs work done to it - probably more than 30k but we would continue saving for the rest of the improvements.
