Sometimes it is in their terms and conditions that you can get details of the winners names and county by sending an SAE.0 -

They are supposed to make major prize winner details available but they do not have to announce them on the internet.the CAP Code requires promoters to publish or make available on request the name and county of major prizewinners.0
