    Or alternatively, you currently save £200 into your pension, and now have more money free to provide for children.

    it looks like a lot of your arrears occurred from 2003 to 2008 while you were out of the country and may have been entitled to a NIL assessment (but if you were paid by a comppany with a UK payroll this may not apply).
    if so, and as you say you notified CSA at the time, you should be asking for clarification of this matter and get an account breakdown to establish the true debt.
    some arrears prior to 2000 are not able to be pursued by CSA as they are unenforceable but any arrears after that are enforceable and with a liability order the CSA are able to enforce them as the Liability Order is legal recognition that you owe the debt. a LO does not expire.
    one part of CSA law you need to know is that it is your responsibility to advise them of a change of address and if you did not do so then you you will run out of options quickly.
    i would also suggest that you forget about using a lawyer friend or general solicitor and get some advise from a solicitor specialising in CSA law as this can be radically different from what people percieve to be common law
    the CSA do make mistakes from time to time and will try to rectify them if they are wrong and so you need to clarify what you told them in 2003 when you went abroad (employer and address and contact number), find out why they continued to charge you and what period the LO applied to.
    you need factual advise from experts, not bar room lawyers, or you will just end up wasting your money
