Annual leave entitlement

I'm starting a new job soon and i've been told my annual leave entitlement is 24.5 days. The post doesn't require me to work public or bank holidays. I thought the minimum entitlement is 28 days, or is this is because my employer has included bank/public holidays? Can someone clear this up for me please?

    28 days is the minimum including bank holidays so if you get 24.5 + bank holidays you get more than the minimum.
