But... it's more than that. It's a public service. They need to operate in a way that meets the needs of the public.
Yes it is a service and it is used by the public and has to opporate within a framework I am sure. Their service is to provide a train on a route to a timetable agreed, I imagine with Network Rail and the government. There is not any obligation to provide separate cycle storage - clearly otherwise others would need to do so also. They do not and as my previous post actually these provide far more than others I have used.
With regards to providing a service that meets the needs of the public, they do or their trains would be empty. If you can find a legal obligation for them to provide cycle storage then please pass it on.
