Full and final settlement question

Hello,
To cut a long story short my partner has a shortfall debt to deal with as the home he jointly owned with his ex was repossessed.
He has made them an full and final settlement offer of 10% of the total making it clear the sum offered was to be obtained from family. The debt collection company (Enact) have emailed back asking him to confirm that the sum offered would be gifted to him.
Why are they so keen to have this confirmed does anyone know? Will his answer affect their acceptance or otherwise of the offer do you think?

It's all about affordability right now.
If they thought he could not afford to pay it, it would not be accepted.
