As the call charge for an 084, 087 or 09 number imposes an additional Service Charge to the benefit of the called party, ASA rules state that such an offer cannot be described as 'free'.

The BBC seem to be unaware of this and of the changes to the call prices for 084, 087, 09 and 118 numbers that took effect on 1 July 2015. Calls to the 0843 504 number mentioned above will cost a LOT more than 3p per minute.

There's an Access Charge of up to 12p per minute from landlines (most are 10p or 11p per minute - BT is 10.24p per minute) or up to 45p per minute from mobiles (most are 44p or 45p per minute) PLUS a Service Charge of 7p per minute.

Total cost from most landlines is around 17p or 18p per minute.
Total cost from most mobiles is around 51p or 52p per minute.
