Any experience since REMO's were transferred to Bury St Edmunds?

I applied to have the REMO enforced and to have some help collecting the arrears 2 years ago <sobs> and since everything was transferred to Bury St Edmunds in June last year I've heard very little. I can never get through to them on the phone, and it's taking them a month to reply to any emails. The order expired in April because they are so slow, and the NRP has now stopped paying maintenance. He still owes alot of arrears, and it feels as though they are not actually doing anything to try to get this. Is this normal?
I've had to fill the court forms in again, but I'm not sure how this works now. Do I have the hearing in my local court??
