Not been issued my P60

I am yet to receive my P60 from my employer, never had issues from previous years here but they have become really slack it appears, from what I have read online, employers have until the end of May to issue these, I have requested it multiple times but no further forward.

What I want to know is how do I go about getting it off them and if law states it has to be issued by end of May, what happens if they don't fulfil this requirement?

all you can do is keep pestering them

nothing! There is no financial penalty for being late. What you can do is report them to HMRC as the "sanction" is HMRC may then decide to investigate them. Clearly HMRC have many more important things to do so don't hold your breath.

Was it not with your end of May payslip?

No it was not with May payslip. So nothing can be done then except keep asking, what would be the point of there being a deadline of end of May then?

As long as they have still completed their RTI returns, HMRC are unlikely to do anything about it.

They haven't really got any excuse. Even if the P60 got lost they can easily just print off another one.
