Ideally neither, schemes have become a lot cheaper and more flexible with investment options in the last few years.

A modern personal pension would probably be cheaper into which you would be allowed to transfer your old pensions. You need to check for any old guarantees on the existing pension which might be valuable.

    Stakeholder or With profits?

That is like asking whether you should buy a car or petrol. Or cup or tea.

A stakeholder is a type of pension. A with profits fund is a type of fund that can be held in many investment tax wrappers, including stakeholder pensions.
Which is the best one to make contributions into?

Stakeholders are largely a niche product nowadays. Mainly only suited to very unusual payment methods/frequencies and/or very small amounts.

With profit funds are largely obsolete nowadays. Although a handful remain viable for new business. Some closed with profit funds remain suitable for existing business but not available for new money.

Beyond that, you havent given us anything to really go on. So, more detail required.
