Rec'd a PCN with CCTV pic via post

I rec'd a parking charge notice from a private company called ES parking enforcement ltd. they are IPC registered. It is for parking in an area where stopping/parking is prohibited in Manchester. The CCTV doesn't show my blue badge on the dashboard.

There are a couple of things I wanted to check with the experts on here.
  • Is it a genuine PCN? There was nothing on the car. They have contacted DVLA to get my details.
  • The words in block capitals say "YOU ARE INVITED TO PAY" which seems to suggest a choice or it is normal wording?
  • Would you advice ignoring or appealing it on the grounds of the blue badge?

    Blue Badges have no legal basis on private land, (unlike public land/roads); so "No stopping/No Waiting" applies to everybody.

    I'm assuming it's private land, but some Operators have issued tickets on public land in the past.
