Company van excess passed onto employees

The problem I have with excess ownership is that it seems only to be a one way ticket; you pay out the second you have an accident but often there is no procedure to recover that excess (or be party to the proceedings), should fault be exonerated.
Another bugbear is that aside from road accidents, you would probably be forced to cough up at the slightest bump. We all know vans get regular abuse which is par for the course, however, it is unreasonable to expect an excess to be paid out when wear and tear is expected and where the odd bump that arises doesn't affect vehicle operation.
Also, what about commercial NCB? This seems to imply that the employer gets the vehicle repaired and hence into pre-accident condition along with no commensurate rise in their premiums - and all at the employee's cost?
I would never sign something like that unless I had a way to recover the excess on a no fault claim or one where NCB is use to protect their commercial premium.0
