Right to Buy Remortgage after discount period

Just looking for advice from anyone with right to buy mortgage know how.
We bought our council house under right to buy 4 years ago. After 5 years the discount claw back period ends though we will have to offer the local authority the right to purchase back the property if we sell for a further five years after that.
We would like to remortgage after the disount period ends (year 5) and would like to take additional borrowing. Can this be done? I know this can only be done for home improvements in the first five years.
