Council Tax revaluation reasons

I'm filling out a council tax proposal to alter the valuation list form and looking for reasons for the band to be reduced. My neighbour successfully appealed their band some time ago but I don't know on what grounds.
Since the band was set a large housing estate has been built surrounding the property and access to the property is now through this estate. I would think this would negatively affect the value. Is a drop in value caused by a change in situation a valid reason for a council tax reduction? I'm confusing myself when thinking about 1991 values as this estate hadn't been built back then but I think I'm right in saying that the current band should be based on the current value recalculated to 1991.
In the same way as improving a property would make the band go up then reducing a property would make the band go down.
I've looked at the bands of properties in the area that have been sold at the same value or up to 20% more than mine in the last year and they all have lower bands.
Just trying to come up with as many reasons to support my case as I can.
