HTB Remortgage - deed of postponement

Hello,
Has anyone had any experience remortgaging with a HTB equity loan?
My experience seems to be dragging on due to the solicitors needing to get a deed of postponement from the Housing Communities Agency. My original mortgage was on a 35 year term, so remortgaging on a 33 year term, but apparently I can only remortgage to a 25 year term?
Any experiences would be helpful.

http://www.myfirsthome.org.uk/schemes/help-to-buy/remortgagingBefore HOP will consider the remortgage transaction we require the following information:
A copy of the formal mortgage offer from your new lender not exceeding 25 years, however if your original mortgage was for a longer period we will accept this although you will need to provide HOP with proof of this in the form of either a copy of the original offer or a letter from the Lender confirming the original term
The new mortgage needs to be less/equal to the existing mortgage
Details of the solicitor dealing with this remortgage
A Mortgage Redemption Statement from your current Mortgage Lender
A copy of the New Mortgage Lenders Deed of Postponement (DOP)
You are liable to pay an administration charge of £115 VAT included. This is non refundable and is to be paid by contacting us on 020 3535 2756 quoting Ref: HTB HOP Remortgaging Administration Fee Payment.
Please have your Credit/Debit card to hand, as we will need full details to process your payment.I am a mortgage broker.
