House advertised as only for those going with Halifax with a 75ltv?

It doesn't state it has tenants in it, so does anyone have any idea why you'd need a 75ltv and have to go with Halifax? It's a freehold so no lease.

Concrete construction and flat roof mean it's probably failed a few surveys previously. The vendor has narrowed down a lender and product that presumably accept it, and insisted on it to save wasting time trying it out with other funders. Still doesn't explain why it implicitly rules out cash buyers, though.0
