You'll pay 20% (or higher) depending on income after your personal allowance.
Since you work full time already, that will take up the whole personal allowance.
The rate of tax has nothing to do with this.
If he earns £15k in his first job, then he will usually pay tax at 20% over his personal allowance of around £10k, so tax at 20% on £5k.
If he earns another £3k in his other job, he will still pay tax at 20% tax on that as long as he doesn't have any other income that takes him over the 40% threshold which is around £40k.0 -
