Virgin Media won't let me change package - help!

Hi,
Sorry this starts with a bit of a long context/ rant! There is a question at the end.
I've been meaning to leave Virgin Media for a while now (I have Sky Go which gives me pretty much all the non-Freeview TV I need and I don't really need a landline any more). With work and other stuff going on, I just haven't got round to looking into what would be the best broadband provider or sorting out changing. In the meantime, I thought I would try save some money by just downgrading my TV package to the bare minimum on Virgin (I used to switch between L and XL quite a lot depending on what was on FX until they made it part of L). However, Virgin have told me that because I have some older equipment, they can't make any changes to my packages without sending me new equipment and that if they do that, I have to sign up to a new 12 month contract (which would actually be longer as I will probably be moving house in the next 12 months, which would mean a new contract!). So I have to keep L TV, leave or sign a new contract. Obviously, I'll be leaving when I get organised.
What I wanted to check is, is this definitely allowed and do I have any other options? Knowing me, it will still be a few weeks or more until I get organised to get another provider, so if I can save any money in the meantime that would be great!
