Over 60s Oyster Card

Can anyone help please? My friend is about to turn 60 and is keen to get an Over 60s Oyster Card for free travel. The problem is that while she lives in London and has done for years, she rents a room in a house, so therefore doesn't have any utility bills in her name to prove she's a resident. She's registered for voting at her parents' address, where her bank account etc is also based. I'm sure she's not the only person in this situation, so does anyone please know of any ways round this to get her the free travel? Any help greatly appreciated.

    Can we assume her parents address is not in London?

    Then she needs to change something to fit the criteria.

    Perhaps the easiest thing to do would be to change her address with her bank.

    Then apply online using:
    - A colour, digital photograph
    - An active email address
    - A machine-readable passport (most valid travel passports are machine-readable) or a UK driving licence (full or provisional)
    - A valid debit or credit card (registered at your current address) to pay the £20 admin fee and verify your address

    Why ever is she not on the electoral roll where she lives? Does she use a postal vote or never bother to vote? Does she live at her parents at the weekend and just stay in the London room for work purposes during her working week?

    No tv licence? No phone bills? Why on earth doesn't she get her bank statements at her London address?
