Share scheme/pension tax relief

I am in the railway pension scheme and was contributing to Brass 2 which was unmatched by the company. I changes companies and canceled my Brass, and recently been thinking or starting it up again. By age 63 I will have a full 40 Years in the railway pension.

I am also in a BAYE share scheme. I pay £130 every 4 weeks and get free shares. I also get 40% tax relief on the shares.

My question is whether the share scheme is a better option than Brass 2 and also when I am able to withdraw shares in 5 years time to avoid tax implications . (I am wanting to wait 7 years and withdraw 2 years worth every 2 years) can I then lump this amount into Brass 2 and again get another 40% tax relief.
