Smoke/Fire detection/prevention

Hi,
Hope this is the right place to ask this question.
It has become apparent this morning that the premises which I work in (an office which is leased from a landlord with another office leased by someone else upstairs, a nightclub downstairs and a snooker hall on same floor) doesn't have any smoke detectors anywhere in the building. Is this legal? If not is this down to the landlord to put smoke detectors in place or just in communal areas?
Secondly, the fire alarm system (which has no fire detection just a break glass upon finding a fire) is malfunctioning (it keeps going off for no apparent reason and the silence button doesn't work) and the engineers who have been called have said that it's a very old system and as it is all on one loop for all the businesses mentioned above and they can't access all the different parts (snooker hall/nightclub not open) to see if they can find why the alarm keeps going off the only thing thing they can do at the moment is to take the fuse out to stop the noise.
Apparently the landlord has said in the past that the alarm system is adequate and will not look to change it.
Does anyone know where we stand to this with the landlord.

Are you responsible for the tenancy agreement with the LL? If not you should report your concerns to the person who is and let them deal with it (but make sure that they do for your own safety). If it is your responsibility perhaps you could have a word with your local fire station, they should have advice and might do inspections.0
