can any current members of the civil service tell me have you been responsible for finding cover when you go on annual leave?

If I am on annual leave whether a day or a week then we are expected to find cover for the phones, but generally for week they don't chase you. My leave for the summer was not built into the rota for July, but the assumption was I would not be looking for a swap considering the leave was approved before the rota was done

You are aware of how wide ranging CS jobs can be?

The answer to this will be influenced by the grade, type of work, department etc.

I would expect manager grades to ensure that they have arranged that all issues are covered and the necessary people informed to keep on top of things.

As to admin grades, I'd still want them to ensure all issues that might arise are referred appropriately and that any deadlines are met or transferred.

I was AO grade and it wasn't my responsibility to ensure that there was adequate cover for my leave. Leave was agreed by management and it was their responsibility to ensure they handled the workload.
Any work I had outstanding would be passed to my team leader to allocate to somebody else if action was likely to be required during my absence. As often as not though, staff would come back from 2 weeks leave to find the same stuff left in their pile of work even if it had been passed on.
