I would presume so, however I would contact santander themselves to confirm this or read through the T&Cs. Usually the cash back is limited by amount of money gained rather than amount of transactions.
If it is invalid, if you have a partner who has the same account or set up a new joint account and earn the cash back through that separately?
Just suggestions but phone Santander for a straight answer

Yes you can, for a while I was paying three lots of council tax and power and got the cash back on everything0
