Can anyone kindly recommend a letting agency in central Belfast?
Also, is it the case in Northern Ireland that the landlord pays rates and service charges (for a flat) and not the tenant (as is the case elsewhere in the UK)?

Yes, the LL pays the rates on properties with a capital value of less than £150k (in practice the LL usually pays the rates on most properties). I've never seen flat where the tenant pays the service charge.
You'll also have to register as a LL. £70

And protect the deposit

And provide a Rent Book.

On the agent front, shop around. Ask what they charge. Expect to pay around 10% for a fully managed let.
Might be an idea to read up on the new tax treatment for Landlords and the new wear and tear allowance.
