Advertised rates are for loans £7.5k - £15k. Perhaps go back to Santander and get a quote for a lesser amount and apply elsewhere for a similar size (£10k each). The APR is likely to be lower...0

The advertised rate is often only available if you borrow a certain amount, usually between £7500 and £15000.
so borrowing £20k is unlikely to get the headline, regardless of your circumstances
You might be correct, I still want to point out that first direct gave me the headline 3.6% for a £25k loan in November 20150 -
Try Tesco Bank, they seem to be more generous
