  • I take your point, but I do think that "wilful refusal" to pay council tax is rare, it is more to do with not being able to afford to pay.

    You only have to see the news this morning to hear that the CAB are now receiving 6,000 debt enquiries PER DAY and that the CCCS are saying that the average debt of a person seeking their companies help is now £38,000 !!!
