I know its not private but how did he get away with this?

could very well be a technicality, ticket could have said parked on, as opposed to over DYLsFrom the Plain Language Commission:

Considering how DYL's are supposed to cover more than just the carriageway of the road I was surprised. I remember a motorcyclist parked right up to the building, not obstructing, and was done for parking where enforcement was in place.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Looks like it was just the back of his car overhanging the end line. So he wasn't in contravention; i.e. I suspect the double yellows do not run underneath the car and that picture is misleading (no doubt that one was taken by the CEO).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Unless the local authority have a bylaw in place to cover it, pavement parking isn't generally an offence outside of London
You could possibly be prosecuted for causing an obstruction but looking at the taxi, there appears to be plenty of room to the side of it.0 -
Parking on the pavement in itself is not illegal (unless a Byelaw is in place). It is the driving of a vehicle on the pavement that is the Law-breaking act.
Anyway, well done to the Taxi driver for not rolling-over and paying-up.

It looks like he's overhanging the double line terminating line by a couple of inches. Obviously the photo is taken to try and make it look worse than it is though, and the quality is awful.
You'd expect anyone with some common sense to have let this pass without a ticket and wasting 9 months arguing it.0 -

Yes, and it's an offence that the police will rarely prosecute, claiming that they have no evidence as to who was driving.
Inconsiderate pavement parking is becoming epidemic and needs to be addressed. It is not uncommon now to encounter a vehicle parked entirely on the pavement, forcing pedestrians into the road. Unfortunately I'm not as nimble on my feet as I use to be otherwise I would simply clamber over the top of such vehicles, making sure that plenty of muddy footprints were left behind.0
