Council tax rebanding

Can anyone tell me how to get a valuation from 1991 when the records only seem to be from 1995

    Very difficult, house price indices will give a rough idea, but they are not accurate. You could try archived newspaper property adverts but they will only show asking prices.
    If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales
