On the day of the proceedings at court there should be an officer from the council in attendance to speak to people before the hearing. I would suggest going to the court on the day with details of your income and outgoings and speak to the council officer. You are quite right when you say that the liability order will be granted because you have defaulted and the council will want to re-coup the money.

That doesn't do anything to change the outcome.

Also, I can't afford to attend court. I live in Burton upon Trent and the council wanted me to go to Stafford Magistrates Court and arrive by 9AM. No chance. The rail ticket is £18.30 let alone the lost earnings for one day would be a minimum of £60. I've got better things to spend my money and time on...including the current council tax account.

:p Regular savers earn 6% interest (HSBC, First Direct, M&S) :p Loans cost 2.9% per year (Nationwide) = FREE money. :p

That's fine and clearly totally your decision
That's all I was trying to point out is that if you speak to the council officer before the hearing then there is a possibility that you may be able to come to some sort of arrangement in which case they will not go ahead with asking for the order
If you do nothing they will 100% be granted the liability order or if you are unable to make any reasonable offer of payments then they will successfully have the order granted - this simply gives them far more legal avenues to explore to have the debt paid
