Basic State Pension

A relative reached pension age about 8 years ago and the number of qualifying years was then 39 for a women and 44 for a man.
Although she claimed a certain number of years for bringing up children she was still just short of the full basic state pension.
With annual increases this means the gap between what she gets and the BSP widens.
When they changed the rules of the number of years to pay in to 30, shouldn`t she have then been given the full BSP because she did have over that many years paid in?

No, the new rules only applied to those who reached SPA after the change in April 2010. Just like the new state pension only applies to those who reach SPA after 5 April this year.0
