Yes he is allowed to receive tips and drinks bought for him.0

It's a tip isn't it...Tips are legal and if he wishes to give away his tip then he's entitled to.
The OP has confirmed, but...
Some places, you're given a tip and it's yours.
Some places pool tips (tronc) so it's not 'yours' until it's given to you by the boss.
Some places don't allow staff to accept drinks but do allow cash tips.
Some require staff tips/drinks to be entered under a code in the till (given sometimes tax and NI need to be paid on tips).
Some only allow drinks to be taken on a day off/end of night.
Just because tips are legal, doesn't mean he's allowed to give it away before the set process for that hotel/bar has been followed.That sounds like a classic case of premature extrapolation.
