reclaiming council tax, could this be instant success

Hello all,
so always got great help here, and always found answers without having to make my own post, but this time i think it my be unique to my situation
so I've done quite a bit of reading prior to calling the valuation office.
then when i questioned my band which is a D and my next door neighbor is a C
they told me i could not compare next door because they are 2 bedroom and i am 3 bedroom,
now my house is a semi-detached house and is identical to next door in every way,
so is my challenge a valid one seeing as they have had my house down as a 3 bed which is in fact wrong?
i have lived here 11 years and having paid every penny of the council tax for the last 11 years can i claim back that far?
so going on from that what else am i paying to much for?
water, sewage, electricity, gas. any thing else?

Well i don't know. Maybe a bigger house uses mire therefore im on a higer tarrif. Was just a question really0

The VOA tend to go on size rather than number of bedrooms. There is also a possibility that yours is right and next door's is wrong. If your band is wrong I understand some councils only refund 6 years.
In England and Wales, CT bands do not impact upon utility bills.If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0 -
That is possible and i guess i have nothing to loose. But being im listed as 3 bedroom and not 2 and a band higher. The person at voa said we go by floor plan and as your 3 bedroom you can not compare. So my argument is im paying for a 3 bedroom and not 2.
