Does this include non sales targets?

I have a 70% utilisation target. So 70% or more of my time should be spent working on projects. Only, I get my work done so quickly these days I often spend most of my time looking for odd bits which are often not project related, or writing guides and documents. Project managers still don't utilise my time better, so it makes me look like i'm doing nothing for more than half the time I spend at work.

Useless (and often negative) stat when reporting to management who barely/don't know my name.
