Being charged to 'replace' document I never received

Hi guys,
I was supposed to have received a document from uni last year (which I didn't know about). I now need it and when I've gone and spoken to them they said I was sent it by standard post last year and have to pay for a 'replacement' even though I've not received the first one to need to actually replace it.
If it's sent by regular post and they don't have a signature or a record of me receiving it is there any way to get around having to pay for one? I want to add this documebt includes very sensitive medical information relating to my university career which has gone missing, and I'm not happy at all about being posted especially by regular and not recorded post? I also object to paying for something I never received in the first place.

Recorded delivery (now known as signed for) is no more secure than normal post.
If you need the information then you're going to need to pay for it.0 -
Surely the onus is on them to prove delivery, if they were to stingy to pay the higher cost to prove delivery for something that sensitive I would complain to anyone and everyone.
Personally I would also take them up on the way they have treated your sensitive personal data, in my experience with these places that have sub. Standard admin practices it can help to kick up a stink through all avenues not just the staff who mostly have to follow protocol.0
