Hi...as my S. pension is paid every 28 days, I get it earlier each month. Does this mean that during any given year I will get 2 payments in the one month?....ie 13 payment per year? thanks.

It has be be exactly right all the time, not just over the year because they don't know when we're all going to die and our claim cease.0

The actual reason is because it is paid in complete weeks, this has been in the legislation for many, many years.
You can't get a whole number of weeks into a month so it is paid weekly, four weekly, 13 weekly or 52 weekly.
In the fullness of time I would expect monthly payment to become available but not for a good few years yet.0
