How Does HTB Equity Loan Work

I've just been reading the HTB equity loan websites and I can see you can get a 20% loan but can you only put down 5% deposit? Could I put down 15% deposit and get the 20% loan so only needed a mortgage of 65%?

Thank you! And do banks have different rates for the equity loan? Or would I have access to the same rates as other people with 65% ltv?0

The products are different, normally tagged "HTB Equity Loan" or "Affordable Housing" or similar.
