I don't really understand what the issue is?
Ring them, find out about it, if it is your company I'd go to your line manager and say "I've seen an advert for X role here, which I would like to put myself forward for - how do I go about this?"0 -

I'd disagree with that - there can certainly be an element of loyalty that can go both ways
My first company went out of their way to be accommodating to me both personally and financially at one stage, and while I'm not there now, I certainly had some loyalty to them.
There's a valid point that we're no longer in a "job for life" world, but I wouldn't say that's equivalent to "No loyalty in the workplace".
At the end of the day, though, they're acting in the best interests of the company, you're acting in the best interest of yourself and your family.
