bankruptcy and debt relief question

HI AL

Father in law is (67) was bankrupt 6 years ago november coming and mother (73) about the same time did a debt relief order,,

they have got themselves in a bit of a mess again and fallen into the vanquis trap owing quite a large amount with all the interest they put on with late payments etc,,

mum is not the best with heart problems and they live on a small pension and are paying amounts they cannot afford

question is can they do a debt relief order or bankruptcy and is there any time limits between them,,i know they shouldn't have borrowed again but its happened so looking for a remedy for this they are not living with paying debts
