Is your mother going to give up work and draw her state pension?
You say that she has no savings.
It would appear that if she gives up work and draws her deferred state pension with lump sum, she'll have an income of around £144 (includes basic state pension increase from 6 April) which is below pension credit level. It appears that the lump sum would not be taken into account as savings.
Therefore she'd be entitled to some Guarantee Pension Credit and help with rent and council tax etc (see Age Concern link).
Your mother can book an appointment with CAB and get some personal advice from a Benefits Adviser before she makes her decision.
